Synopsis

Aroused by public indignation over the unscrupulous and illegal methods of many bill collectors, California State Sen. Fred Baines introduces a resolution to establish a committee to investigate collection agency abuses, and it is passed by the legislature. Committee coordinator Sam Clavell, assisted by Bill Martin and Tracey Phillips, is determined to document collectors' illegal activities before the legislature adjourns. Hal Green, a conniving lobbyist, and Malcomb Hardy, boss of the collection agency league, attempt to stall the investigation by launching an attack on Baines's integrity. On the brink of adjournment, the senate rejects an emasculating amendment to Baines's bill and passes his measure to curb the unprincipled tactics of collection agencies.
