Synopsis

Steve Randall is the leader of a group of indignant Mesa Valley ranchers, who are trying to break the grip that the greedy Conway Water and Power company, which is owned by Matt Conway, holds over the valley. When Senator Daniel G. Proctor, accompanied by his secretary, Mona Grant, returns home from the capital, he informs Steve that a bill is pending to convert Conway's company to a municipal project. Upon learning of this, Conway kills the senator and hires the senator's evil twin brother Sheppard to take his place. Mona, who is in league with Conway, accompanies Sheppard back to the capital and there launches a campaign to alienate the senators who are supporting the bill. Suspecting something is amiss, Steve journeys to the capital to see Senator Proctor, but Mona blocks his attempts at an audience. When Steve accidentally learns that Mona is arranging a wild party at a notorious nightclub to discredit Senator Proctor in the eyes of his constituents, Steve sends for the Mesa Valley ranchers, and on the night of the party, they storm into the club. During the mêlée, one of the ranchers finds the senator's wallet with a check inside made out to Sheppard. His suspicions confirmed, Steve enlists the aid of a sympathetic senator and together they unmask Sheppard. As a result of Steve's efforts, Sheppard, Mona and Conway are sentenced to prison and the water bill passes. On the day of its passage, the entire valley assembles to celebrate the founding of the Mesa Valley Municipal Water and Power Company.
