Synopsis

In a prologue, a woman overcome by waves in an ocean of sin, goes under. In the main story, the ambitions of politician John Radford render him oblivious to the love that his ward, Constance Turner, has for him. Resentful of his neglectful attitude, Constance elopes with Walter Dover, a political boss's son, but when he tries to seduce her in a hotel, she returns home. Radford, believing the worst, turns her away. Constance accepts Walter's apology and marries him, but later learns that the marriage was fake. She tells Walter's father, who sends Walter abroad and offers Constance hush money. When she refuses it, Dover has her wrongly convicted of burlgary. After Radford, now governor, pardons her, Dover opposes him in his renomination bid. Constance tries to convince Dover's rival boss, Charles Garvan, to support Radford, but she refuses Garvan's terms that she become his mistress. After Dover spreads rumors about Radford and her, Constance accepts Garvan's offer. During the convention, when Walter returns and attacks Constance, a fire resulting from their struggle causes his death. After Walter's deathbed confession, Radford wins. Finally realizing that his love for Constance is pure, Garvan marries her.
