Synopsis

Racketeer Gat Dalton owns Harlem's Cellar Cabaret, and his chief lieutenant, Nick Crowder, is feared by all. With the help of his henchmen, Gloomy and Gopher, Gat runs the "Harlem Benevolent Protective Insurance League," which provides protection to merchants who pay him tribute money. Soon after storekeeper Sam Bowers tells Gloomy and Gopher that he refuses to pay tribute, his store is bombed and he is killed. Detective Captain Owens investigates the murder and rounds up a group of suspects, including Gat, but because the witnesses are afraid to testify against Gat, he is released. Later, when Gat proposes marriage to Laura, a former nurse and a singer at the Cellar, she refuses him. As part of an investigation into Gat's illicit activities, Police Lieutenant Sanders, posing as a fellow racketeer named Lefty Louis, infiltrates Gat's gang by acting tough and telling Gat that he was sent by a racketeer in Chicago. Gat's men, however, do not trust Lefty, so they follow him when he goes on a collection run. Although Gat's men are convinced that Lefty is legitimate when they witness him apparently murder a store manager, his cover is soon blown when Gat's friend in Chicago tells the gang leader that the real Lefty has been arrested. Gat and his men try to kill the impostor when the police arrive, and in the ensuing gun battle all of Gat's men are either killed or arrested. Sanders, who has been slightly wounded, is nursed back to health by Laura, who has returned to work at the hospital, and the two fall in love.
