Synopsis

Lightning Bill Carson disguises himself as the masked outlaw known as the Phantom in order to bring to justice the man who murdered his partner, Jim Parker. That man is Jim Burrows, the richest man in the territory. Unmasked, Bill goes to town to meet his friend, Magpie, at Reno's saloon. While he is there, Bill exposes a crooked card dealer, and Reno offers him a job. Burrows and his son Mort want to foreclose on the Arden ranch, and to prevent Ed Arden from making his mortgage payment, Mort gets Ed drunk and engages him in a card game. Bill sees through Mort's scheme, however, and refuses to deal the cards to Ed. Later that night, Ed is shot and robbed of his mortgage money. The next day, Bill follows Burrows and his henchman, Durkin, and overhears them plotting to frame Reno for the robbery. After recovering the money and thus foiling Burrows' frame-up, Bill gives Durkin until noon the next day to leave town. Bill then slips the money to Magpie, who tells everyone that the Phantom instructed him to turn over the money to Burrows to pay off the mortgage on the Arden ranch. The next day, as Bill waits for Durkin to leave town, Ed's sister Molly, who believes that the Phantom was responsible for her brother's shooting, accuses Bill of being the outlaw. Her accusation is interrupted when Magpie rides into town and announces that Ed has been kidnapped by the Phantom. As Burrows and Molly ride after the Phantom, Bill deduces that Mort shot and then kidnapped Ed because there is gold on the Arden ranch. Bill and Magpie then ride to Mort's hideout, where Bill confronts Mort. At that moment, Burrows bursts in shooting and kills his son. Bill accuses Burrows of killing Parker, and Burrows admits to the crime. Burrows' men are about to break down the cabin door and seize Bill when Molly and the sheriff arrive to arrest them.
