Synopsis
A series of particularly brutal murders leads Inspector Lohmann to suspect that the master criminal Dr. Mabuse, believed dead, is actually alive and operating in collusion with the Chicago Mafia. Aiding Lohmann in his investigations are reporter Maria Sabrehm and FBI agent Joe Como, who poses as a Mafia chief and learns of the doctor's plan to take over the city. Lohmann finds that Mabuse in some way controls the local prison, whose inmates and staff have been turned into mindless slaves, committing murder on command. Mabuse controls the wills of his slaves by means of a drug invented by Maria's father, Professor Sabrehm, a prison inmate manipulated by the archcriminal. Como poses as one of Mabuse's human robots to prevent an attack against the city's nuclear reactor, but Mabuse discovers the ruse at the last moment and imprisons Como and Maria. Though they escape and join Lohmann's men in foiling the attack, Mabuse escapes. Lohmann follows and discovers that the mad doctor has been masquerading as the prison warden. After a struggle Mabuse disappears into a fire, but no trace of his body is found.
