His intention was to enlarge the military camp from 3.000 to 14.000 hectares. He was unprepared that his decision would set off a wave of protests. This political struggle lasted for ten years until the 1981 presidential elections when France chose a left wing president, François Mitterrand, for the first time in this regime.
