Synopsis

An early Texas law forbidding peace officers to pursue criminals across county lines has made Bailey County a haven for outlaws who have committed crimes in neighboring Eureka County. Perturbed, the governor of Texas asks John Haynes, a struggling lawyer who served in the Texas-Mexican War, to investigate the situation, even though Fenton, the lieutenant governor, opposes Haynes's intervention. Haynes, accompanied by his sidekick, Kaintuck, an old frontier scout, escorts the sheriff of Eureka to Baileyville in an attempt to extradite some captured bandits. There, Haynes deduces that Judge Dean is protecting the bandits after the judge dismisses the charges and orders the sheriff out of town. Realizing that he must resort to desperate measures to uphold the law, Haynes disguises himself as murderer Bart Lacy, steals some horses and runs them over the county line with the sheriff in pursuit. In Baileyville, Judge Dean orders the invading sheriff to leave and then offers Lacy the job of stealing a gold shipment of state funds due at the local bank. Meanwhile, the governor, suspecting that Fenton is in league with the outlaws, sends the militia to escort the gold, but the wily Fenton dismisses the military guard. Astounded that the shipment is unprotected, Haynes rides after the troops to recall the captain. Angered at Haynes's absence, Judge Dean leads an attack on the gold wagon. A handful of Eureka lawman put up a valiant defense, but the outlaws overpower them until the militia, led by Haynes, sweeps down to capture Dean, Fenton and the gang. Upon delivering the gold to the bank, Haynes is notified that a state police force is being organized and he has been appointed the first Texas Ranger.
