Synopsis

Government agent Max Keeler faces pressure from Washington to crack down on a gunrunning operation headed by Manuel Vargas, who imports weapons from South America and sells them to fanatic anti-communists in Texas. Desperate, Keeler turns to drifter Terry Decker for help in infiltrating the gang. Dressed as a sailor, Decker roams the docks, visits a waterfront whorehouse, and at a seamen's bar meets Margarete, a streetwalker whose boyfriend, Morgan, is one of Vargas' henchmen. Morgan introduces Decker to Vargas, who gives him the job of inspecting a new shipment of guns. Salt Pete, Decker's government contact on the waterfront, is found stabbed beneath a pier; dying, he warns Decker that Vargas has found him out. Fired with revenge, Decker visits Margarete, who tenderly makes love to him. When the guns arrive, Decker and Morgan carry them by motorboat to the beach, and there a truck waits to speed them into distribution. Decker returns to Vargas' boat, finishes off the gunrunner and his gang, and escapes just as a bomb rips apart the boat. Exhausted, he makes his way back to the beach and finds Morgan and Margarete dead. Keeler, elated with the success of the mission, offers Decker a new assignment, but the drifter refuses and wanders off.
