Synopsis

A little boy named Chip travels from town to town with his kindhearted guardian, Barney O'Hara, an unsuccessful boxer who is losing his eyesight. White attending a bout in Oakdale, Chip finds a stray dog and names it Ginger. Barney loses the fight miserably and is advised to quit boxing to save his eyes. Later, while searching for Ginger, Chip and Barney visit a dog pound run by a widow named Mrs. Sullivan. Her daughter Peggy, who is Mayor Hector Tillford's secretary, hires Barney to replace the mayor's drunken brother-in-law as pound master. Chip becomes fast friends with Peggy's little sister "Butch," a tomboy who runs a neighborhood clubhouse. Together, Chip and Butch convince Mrs. Sullivan to let them keep Ginger. With the help of the club members, Barney and Chip clean up the pound and find homes for the dogs, and Barney pays for their licenses. Their efforts are thwarted by the mayor, however, who has been trying unsuccessfully to convince Mrs. Sullivan to sell him her boardinghouse, which he intends to convert into a park to be named after him. As the club children plan a dog show to raise money for more dog licenses, Hector, Jr., the mayor's son, lets all the pound dogs loose, hoping to create a health code violation for the boardinghouse. Butch and her friends force Hector to round up the dogs in his limousine, and when the mayor finds out, he calls the chief of police to shut down the dog show. In the ensuing mêlée, Ginger bites the mayor, who then orders the police to put Ginger in a jail cell to await her death. Chip helps Ginger escape, and she hurts her leg. Hector, meanwhile, blames his father for his ostracism by the club, and asks him to call off the search. Hector then locates Chip and Ginger, but is hurt when he falls down a ditch. Ginger manages to deliver a message to Barney that Hector is hurt, and leads the mayor to his son, winning his favor. Peggy and Barney, meanwhile, have fallen in love, and he decides to settle with Chip in Oakdale. Later that summer, Mayor Tillford sponsors the town's Annual Dog Catcher's Jamboree in his new park, which he built around Mrs. Sullivan's boardinghouse. Hector, now a member of Butch's club, hopes for a dog as smart as Ginger.
