Synopsis

Hugh "Bulldog" Drummond, an insurance investigator for Lloyd's of London, is sent to investigate the mysterious deaths of two oil company magnates. Behind the murders are Irma Eckman and her assistant, Penelope, who work for Carl Petersen, the head of a syndicate that arranges for major business deals through devious means. A servant of one of the murdered men brings Drummond part of a taped message, but Drummond is unable to decipher it. Following two attempts on his life, he attends a meeting at the Pan-Arabian Oil Company, where Irma, representing an unknown oil company, offers to sell the oil rights of the Kingdom of Akmata for a substantial fee. At the meeting, an executive unwittingly provides Drummond with a clue to the tape when he states that the only way to obtain oil concessions from Akmata is to kill the young king, Fedra. Drummond, now suspicious of Irma, follows her home after the meeting is adjourned and discovers that Robert, his nephew who has arrived from the United States for a visit, has been bound and tortured by Penelope. Convinced that Fedra, who turns out to be one of Robert's university friends, is the next victim, Drummond joins Robert and Fedra on a Mediterranean cruise. While on board the boat, Drummond receives an invitation to visit an ancient castle which he believes holds the answer to the mysterious murders. There he meets Irma, Penelope, and other women who are members of an assassination ring headed by Petersen. Although Drummond seems trapped, he manages to outwit Petersen and thwart his plan to kill Fedra; the assassins are killed when their boat explodes.
