Synopsis
A reign of terror, blackmail and murder pervades the Chinatown district of Pacific City, which is ruled by the Carney gang, a band so strong politically that the local authorities are powerless against its activities. The leader is known by rumor as "Carney", but that name is merely the alias of a beautiful Chinese girl called "The Illustrious One" who is hailed by her gangsters as "Daughter of the Tong." When Wilson, the federal agent who had been investigating the case, is murdered, the F.B.I. sends agent Ralph Dickson to impersonate Gallagher, a notorious Eastern gun man who Carney has hired to do her dirty work. Posing as Gallagher, Dickson is met at the bus station by one of Carney's men who takes him to the hotel. There Dickson is suprised to find Marion Morgan, a woman he met at the bus station, and discovers that she is being held hostage by Carney's gang. Dickson frees Marion and takes her to F.B.I. headquarters where she tells the agents that her brother Jerry is held captive by Carney's gang. Marion continues that Jerry had been Carney's partner in an importing business until he discovered that it was really a front for Carney's smuggling ring. Marion's story gives Dickson an idea about how to expose Carney, and he returns to the hotel, still posing as Gallagher. Carney then introduces herself to him and orders him to kill Jerry. Instead, Dickson pulls a gun and is aided in his escape by Lefty, also an F.B.I. agent who has infiltrated the gang. Jerry and Dickson speed away with the gang in hot pursuit, but are overtaken and returned to Carney's headquarters. Before Carney can order their elimination, however, government agents, led by Marion and Lefty, burst in and arrest the gang.
