Synopsis

Pirate chief Bess Maitland preys on rumrunners operating between Nassau and Florida. The rum fleet is run by Arnold Gwynn, who poses as a retired philanthropist, and is commanded by renegade skipper Hayden. During a raid, Bess is taken captive but escapes in an open boat and is rescued by Vincent Goddard, a wealthy young sportsman. Ashore, Bess is recognized by Hayden, who informs Gwynn of her identity. Vincent is suspected of being the mysterious "Agent Caravan," ace of the revenue force. Gwynn and Bess join forces against Vincent, and Bess asks for the privilege of killing him "to even an old score." Bess does not carry out the assignment and with Vincent's aid warns the revenue cutter and the Marines. Several battles ensue in which the Marines route Gwynn's land forces, and a bombing plane and a revenue cutter conquer the pirates. Bess is revealed to be the real "Agent Caravan," but Vincent persuades her to resign from government service and become his wife.
