Synopsis

The Piper Family Circus arrives in the Balkan village of Scragsville, where the somber inhabitants are forbidden by the rich miller Scrag to have fun. Disobeying Scrag, the children rush to greet Piper the clown and tell him of the miller's cruelty. At the clown's suggestion, the children begin to cry, thereby forcing Scrag to permit them to attend the circus. After the performance, Piper teaches the children a song and tells them to respect their parents. When Scrag attempts to prevent the circus from leaving town, Piper plays his song on a flute and summons the children. Scrag is defeated by the youngsters and the circus leaves the happy village.
