Synopsis

Frank Norman, a radical gubernatorial candidate, is inspired by the writings of Ruth Ellis, a crippled reformer. John Carter, a dishonest financier, attempts to corrupt Frank, and to that end sends Vera Mendel to bribe him. Vera loves Frank but does what Carter asks because her father, Miron Mendel, works for him. When Frank repulses her, the ashamed Vera warns him of Carter's plans to ruin him. Carter then has Frank implicated in a murder, thus interrupting his career, but eventually he is exonerated and is elected governor. Carter dies of a heart attack, and, on the night of Frank's victory, Ruth also dies. Before she expires, however, she tells Frank of her wish that he marry Vera, and then she sees a vision of the coming triumph of the workingman, whose chains are broken by Justice.
