The film was subtitled "Project 6021." According to government documents at NARS, work started on the scenario on September 23, 1942, and the first answer print was submitted for approval on May 15, 1943. The cost of the production was $39,095. The film was released to the Armed Forces in the U.S. in September 1943 in a long and short version, and an additional short version was prepared for overseas distribution. The film included footage shot by the Capra Unit and Consolidated Film Industries, in addition to footage obtained from the Office for Emergency Management, the Signal Corps, the U.S. Marine Corps, the Canadian National Film Board, American newsreels, stock footage from Hollywood studios, and captured German film.
