Synopsis

After her father's murder, Katsumi duplicates his dragon tattoo on her own body and assumes leadership of his gang. While Yasukawa, a rival boss, attempts to thwart Katsumi's plans, Masa, a mysterious stranger, repeatedly aids Katsumi and her men. Katsumi attempts to settle a dispute between two rival bosses, but when one of the gangsters tries to have her murdered, she kills him instead. Katsumi surrenders to the police, and, while serving a jail term, wages a campaign to improve conditions in the prison. Upon her release, she learns that Yasukawa has nearly succeeded in gaining control of her gang and territories. She demands a showdown, and the bosses acknowledge her rights. During a raid on her headquarters, Yasukawa is killed, and Masa is mortally wounded. Before he dies, Masa confesses to Katsumi that Yasukawa hired him to kill her father.
