Synopsis

In 18th-century Japan, many public bath attendants are young girls who have been sold into slavery. Shinzo, a government spy, uses the search for the abductors of his young neighbor, Hatsue, as a means of continuing his investigation into irregularities in the operation of the baths. Before he can reveal the identity of an important government minister behind the racket, Shinzo is thrown into prison. Hatsue has become a favorite of the shogun, and the minister moves to make her his mistress. Shinzo eventually exposes the minister, but Hatsue persuasively argues for her lover's life. Unable to bring the official to justice, Shinzo urges passage of a law forbidding mixed bathing.
