Synopsis

Terrorists attacking a special U. S. envoy are thwarted by a sniper in a helicopter who sends their car hurtling over a cliff. The sniper is Takimura, a Nisei CIA agent assigned to Japan. Takimura next helps Yang, a trade show delegate from the People's Republic of China, seek asylum in the U. S. Embassy. A Chinese sniper fires at Takimura but instead wounds Saori, a sculptress. After Takimura kills a North Korean who is revealed to be a Chinese spy, the CIA senses that the spy is connected with Yang's defection and forces him to admit that the delegation has come to Japan to buy arms from American gunrunner Tony Rose. Challenged to a duel by the sniper who wounded Saori, Takimura kills his opponent. Dying, the sniper reveals that Yang lied to the CIA and identified the wrong man as Tony Rose; the real Tony Rose was hospitalized after completing the deal. Saori, with whom Takimura is having an affair, tries to convince the agent to quit his job and move with her to South America, but Takimura hunts down Rose and kills him; however, CIA agents kill Takimura when he next meets with Saori.
