Synopsis

Playing one day on a power-line tower, the child Dragon Eye Morrison receives a huge electric shock, which ignites a long dormant pre-historic disposition for blind rage in his brain. His 'dragon' has been awakened. Medical scientists attempt in vain to calm him with years of electroshock therapy. As an adult, Dragon Eye Morrison makes a profession of finding lost lizards, thanks to the skill his altered brain affords him in telepathic communication with reptiles. He finds solace in wildly playing the electric guitar. But, as his rage shoots sparks of disturbance out into the urban environment, he must shackle himself to bed each night to avert electromagnetic disaster. Dragon Eye Morrison's rival appears on the scene as Thunderbolt Buddha, an avenger who was, as a child, electrocuted by a thunderbolt. Presuming his powers to be superior, Thunderbolt Buddha tracks down Morrison and confronts him in a high-voltage Tokyo rooftop showdown.
