Synopsis
In a fictitious West African town, corruption is rife. Mouni wants a goverment rice contract long held by Lebanese merchants, and feels the time is ripe for a shift to black-owned companies. The Lebanese, however, know more about the money-laundering scheme of the trade minister and are not about to relinquish the power brought by their knowledge. Change is slow in coming, and black on black exploitation is still a fact of life in this new Africa.
