Synopsis
An angry protest against governmental cutbacks in the field of public healthcare and medical malpractice. Sekine Hirochi was hospitalized in 1992 for a routine stomach operation. He emerged from the hospital five weeks later with the brain disorder Wernicke's Encephalopathy due to medical neglect, yet it took years for him to qualify for disability pension and for the hospital to admit that cutbacks have been responsible for many patients' lives. three years
