Synopsis

Story which traces the history of the culturally diverse (African-American, Caucasion, Latino-American, and Pacific-Island) residents of the impovrished East Palo Alto--the city in the San Francisco Bay area which, in 1992, was voted "the national murder capital" of the United States. However, now the residents are struggling to build retail shopping centers to create a tax base, and trying to "take back their streets" as they band together in the hopes of effecting change.
