Synopsis

A foreign embassy in Washington is agog over activities of a group of royalists attempting to raise funds to aid a revolution and restore the deposed emperor in a new republic, and within the embassy a mysterious individual known as "The Eagle" is at work. Secret Service agent Fred Baher is assigned to intercept an important document being sent to a group of American financiers. Every act of Henrick Schield and his aristocratic mother is under suspicion, as are the activities of Under Secretary Max Randolph and singer Nina Laska, his companion. At a reception given for Captain von Gilden, who bears the document, Fred is deeply impressed with Nina, but after the murder of a suspect, he secures evidence against her. Randolph admits he is working for the Secret Service and is about to reveal The Eagle's identity when he, too, is shot; Nina learns the document is to change hands at midnight and arranges to intercept it. She learns that Mother Schield is The Eagle but refuses to divulge her identity to Fred; Mother Schield, however, commits suicide, and Fred agrees not to disclose the identity of The Eagle.
