Synopsis

When his sister Olga is betrayed by General Stanovitch, Anton Kazoff, a cossack, swears vengeance. Fifteen years later, Kazoff, cruel and embittered, has become chief of the Okrana, the Russian secret police. Following the outbreak of World War I, Grand Duke Feodor Ivanovitch orders Kazoff to identify and apprehend a German spy, unaware that Kazoff himself is the traitor. When Kazoff learns that Stanovitch's daughter Vera loves army officer David Burkin, he kills Stanovitch and accuses David of the crime. In prison, David discovers Kazoff's duplicity and secretly informs Vera, who has been arrested as an anarchist. The sweethearts are finally released, whereupon they inform the grand duke of Kazoff's treason. The spy's mother tries to assume the blame, but when Ivanovitch commands him to shoot her, Kazoff instead shoots himself.
