Synopsis

A look at parole in the state with the highest rate of incarceration in the country -- Louisiana, where the Parole Board's decision must be unanimous. Johnny Bryant, 36, is serving 40 years for attempted murder. He carjacked a 28-year-old woman and shot her four times. While in prison, Bryant has earned a paralegal degree and has become an inmate legal counsel. Kelly Webb, 34, is serving five years for a third DWI offense. In 1999, Webb was pulled over for speeding, failed a breathalyzer test and was sentenced to a local jail. Huey Delapasse, 23, is serving six years for drugs and stolen goods. In 1997, Delapasse sold marijuana to an undercover cop three times. While awaiting trial for the drugs, he was caught stealing a motorcycle.
