Synopsis
A look at the Immigration and Naturalization Service, the largest, fastest growing, most powerful uniformed police force in the United States. The program analyzes Congress's efforts to change the immigration laws that have put the INS in the unenviable position of enforcing shortsighted and poorly drafted regulations that can turn people's lives upside down.
