Synopsis
The program covers one academic year, starting in September 1997, in the life of City Springs, a chronically failing Baltimore, Maryland, elementary school serving an impoverished African-American community. By reputation, City Springs was one of the worst schools in the city. Most of the fifth graders were three years behind in math and language arts. To try to save the school, a radical new curriculum called Direct Instruction is introduced. Will this new curriculum and the determination of its tough new principal be enough to turn City Springs around? Or are the problems too great to overcome in a year?
