Synopsis
The effluent from a Hong Kong chemical plant is polluting the waters of a nearby cove and destroying the local industry of fish farming. The factory owner hires a sharp lawyer as a "fixer" to buy the farm, but without success. Then the lawyer discovers the factory's real purpose: it's a front for a large and highly automated drug processing plant.
