Brief Synopsis

Cop Jack Ryan's partner is murdered by Sgt. Starkraven, who subsequently escapes from death row. Taking the matter into his own hands, Ryan tracks Starkraven down, only to find that the federal government is behind the whole affair. Ryan then finds himself teamed with an Anti-Terrorist Group leader in bringing down Starkraven and the cyborg army he hopes to create.
