Synopsis
Tommy moves into temporary housing in a New York neighborhood that is terrorized by a gang called the Souls. While waiting for his next assignment at sea, Tommy tries keep to himself, but eventually he's forced to engage with his neighbors and the gang. By standing up to the gang, he manages to change their violent attitude, and as his neighbors see that he is making a difference, they gain the courage to work with him and make their neighborhood a safer place to live.
