Synopsis
In 18th-century England, naval officer Captain Collier and a company of king's men are sent to the village of Dymchurch to rid the area of smuggling, but they are warned by Dr. Blyss, a tight-lipped vicar, not to expect any help from the villagers, who profit from smugglers' trade. Upon learning that his sole informant has drowned the previous night in the marshes, Collier marches his men to the site, where they are terrified by ghostly "marsh phantoms," later revealed to be decoys assisting in the smuggling of contraband liquor out of the local coffinmaker's shop. A mute mulatto in Collier's party recognizes Blyss as the notorious Captain Clegg, a pirate supposedly buried years before in the village graveyard. When Collier confronts Blyss with the information, the vicar avoids acknowledging the charges until his daughter Imogene can elope with young Harry Crabtree, the squire's son. The villagers, grateful that smuggling profits have been used to help the poor, rally to his defense; however, the vengeful mulatto, who was once tortured by Blyss, murders him.
